In 2025, the network of European Digital Innovation Hubs began operating in Ukraine. Each hub has its own profile, team, and focus on specific regions or sectors. Win-Win EDIH is one of them, supporting the digital transformation of business, universities, and the public sector through practical solutions.
Win-Win EDIH concentrates its activity on the Kyiv, Zhytomyr, and Chernihiv regions. The hub’s team brings together experts from universities, the startup ecosystem, and the public sector. The main focus is on supporting small and medium enterprises, startups, and public institutions, as well as developing digital skills as a foundation for resilience and adaptation.
Digital transformation starts with people who know how to work with technology. Local initiatives help communities integrate digital services into their daily work — from resource management to communication with residents.
Ukraine is actively changing its approach to public services. New formats of interaction, AI-based tools, and platforms for developing digital leaders are emerging across many areas. For these opportunities to work not only in the capital but also in communities, local-level support is needed.
As part of Win-Win EDIH’s work, Chernihiv Polytechnic runs training programs for local government representatives, educators, and community initiatives.
What happens in practice
Training participants master tools that can be applied directly in community work. Topics covered include:
- recording environmental damage using digital platforms;
- implementing geographic information systems (GIS) in planning;
- using AI to process inquiries and support decision-making;
- digital financial literacy;
- agile management formats (SCRUM);
- e-governance and media literacy.
Every program is built with a focus on practice. Participants work with applied cases, test tools, and look for solutions to their own requests.
After completing the training, communities launch online services for residents, introduce digital tools into management processes, and work with data to analyze budgets, infrastructure, and environmental conditions. Local businesses get support through new opportunities for digital presence and automation, and community teams start planning their own initiatives with an eye toward financing opportunities.
The hub offers not only training programs but also individual support. Experts from Kyiv National Economic University named after Vadym Hetman work with entrepreneurs, internally displaced people, and community residents looking for ways to bring their own ideas to life. One such example is Serhii Letuchyi from Starobilsk. With support from KNEU expert Tetiana Maiorova, he received a grant from the Ukrainian Cultural Foundation and is now preparing a new application.
In June, a round table titled “Grants During War: Tools for Starting and Growing a Business” was held for displaced representatives of the Starobilsk community, together with the district administration. Participants learned about available grant programs and digital business-development tools and received practical advice on preparing applications.
Attention to digital security and inclusivity is growing: some communities are launching internal training and opening access to online programs for residents of remote settlements or vulnerable groups. It’s not just the infrastructure that’s changing, but the approach itself — with a focus on transparency, analytical thinking, and readiness to adopt new solutions.
Win-Win EDIH’s work is part of a broader digital transformation infrastructure in Ukraine. New services, platforms, and educational programs are being introduced across regions, changing the way people work with technology. Communities are becoming active participants in the digital environment — building their own capacity alongside these changes.
